Notice is hereby given,
pursuant to the provisions of the rules
and regulations of the U.S. Commission
on Civil Rights (Commission), and the
Federal Advisory Committee Act
(FACA), that the South Dakota State
Advisory Committee to the Commission
will convene meetings on Monday,

SUMMARY: The Department of Commerce
(Commerce) determines that sales of
certain hot-rolled steel flat products
(hot-rolled steel) from Australia were
made at less than normal value during
the period of review (POR), October 1,
2018, through September 30, 2019.

AGENCY:
Background
On February 23, 2021, Commerce
published the Preliminary Results of the
2018–2019 administrative review of the
antidumping duty order on hot-rolled
steel from Australia in the Federal
Register.1 This review covers one
producer/exporter of subject
merchandise, the collapsed entity,
BlueScope Steel (AIS) Pty Ltd.,
BlueScope Steel Ltd., and BlueScope
Steel Distribution Pty Ltd. (collectively,
BlueScope). We invited interested
parties to comment on the Preliminary
Results and received case and rebuttal
briefs.2 On May 18, 2021, Commerce
extended the deadline for the final
results of review by 60 days to no later
than August 20, 2021.3 A complete
summary of the events that occurred
since publication of the Preliminary
Results is found in the Issues and
Decision Memorandum.4 Commerce
conducted this review in accordance
with section 751 of the Tariff Act of
1930, as amended (the Act).
Scope of the Order
The products covered by this Order 5
are hot-rolled steel. A full description of
the scope of the Order is contained in
the Issues and Decision Memorandum.
Analysis of Comments Received
All issues raised in the case and
rebuttal briefs filed by interested parties
in this review are addressed in the
Issues and Decision Memorandum. A
list of the issues that parties raised, and
to which we responded in the Issues
and Decision Memorandum, follows as
an appendix to this notice. The Issues
and Decision Memorandum is a public
document and is made available to the
public via Enforcement and
Compliance’s Antidumping and
Countervailing Duty Centralized
Electronic Service System (ACCESS).
ACCESS is available to registered users
at https://access.trade.gov. In addition, a
complete version of the Issues and
Decision Memorandum is available at
https://enforcement.trade.gov/frn/.
Rescission of Review in Part
As stated in the Preliminary Results,
Commerce inadvertently included as
subject to the review, a U.S. company,
i.e., AJU Steel USA Inc., for which a
review should not have been initiated.
We received no comments from
interested parties with respect to
Commerce’s intent to rescind the review
with respect to AJU Steel USA Inc.
Therefore, we are rescinding this
administrative review, in part, with
respect to AJU Steel USA Inc.
Changes Since the Preliminary Results
Based on a review of the record and
comments received from interested
parties regarding our Preliminary
Results, and for the reasons explained in
the Issues and Decision Memorandum,
we made certain changes for these final
results of review.
