Homeland Security, under Executive
Order 12148, as follows:
I have determined that the damage in
certain areas of the State of Florida resulting
from the Surfside Building Collapse
beginning on June 24, 2021, and continuing,
is of sufficient severity and magnitude that
special cost sharing arrangements are
warranted regarding Federal funds provided
under the Robert T. Stafford Disaster Relief
and Emergency Assistance Act, 42 U.S.C.
5121 et seq. (the ‘‘Stafford Act’’).
Therefore, I amend the declaration of June
25, 2021, to authorize a 100 percent Federal
cost share for debris removal and emergency
protective measures, including direct Federal
assistance, under the Public Assistance
program for a continuous period of 30 days
beginning June 24, 2021.
This adjustment to State and local cost
sharing applies only to Public Assistance
costs and direct Federal assistance eligible
for such adjustments under the law. The
Stafford Act specifically prohibits a similar
adjustment for funds provided for Other
Needs Assistance (Section 408). These funds
will continue to be provided at 75 percent
federal share.

SUPPLEMENTARY INFORMATION: Notice is
hereby given that, in a letter dated June
25, 2021, the President issued an
emergency declaration under the
authority of the Robert T. Stafford
Disaster Relief and Emergency
Assistance Act, 42 U.S.C. 5121–5207
(the Stafford Act), as follows:
SUMMARY:
I have determined that the emergency
conditions in certain areas of the State of
Florida resulting from the Surfside Building
Collapse beginning on June 24, 2021, and
continuing, are of sufficient severity and
magnitude to warrant an emergency
declaration under the Robert T. Stafford
Disaster Relief and Emergency Assistance
Act, 42 U.S.C. 5121 et seq. (‘‘the Stafford
Act’’). Therefore, I declare that such an
emergency exists in the State of Florida.
You are authorized to provide appropriate
assistance for required emergency measures,
authorized under Title V of the Stafford Act,
to save lives and to protect property and
public health and safety, and to lessen or
avert the threat of a catastrophe in the
designated areas. Specifically, you are
authorized to provide the Individuals and
Households Program under Section 408 of
the Stafford Act and assistance for debris
removal and emergency protective measures,
including direct Federal assistance, under the
Public Assistance program.
Consistent with the requirement that
Federal assistance is supplemental, any
Federal funds provided under the Stafford
Act for Public Assistance and Other Needs
Assistance under section 408 will be limited
to 75 percent of the total eligible costs. In
order to provide Federal assistance, you are
hereby authorized to allocate from funds
available for these purposes such amounts as
you find necessary for Federal emergency
assistance and administrative expenses.
Further, you are authorized to make
changes to this declaration for the approved
