Authority: The requested permits
have been issued under the MMPA of
1972, as amended (16 U.S.C. 1361 et
seq.), the regulations governing the
taking and importing of marine
mammals (50 CFR part 216), the ESA of
1973, as amended (16 U.S.C. 1531 et
seq.), and the regulations governing the
taking, importing, and exporting of
endangered and threatened species (50
CFR parts 222–226), as applicable.

SUPPLEMENTARY INFORMATION:
Agenda Items
The SSC will review projections from
the SEDAR (Southeast Data Assessment
and Review) 73 South Atlantic Red
Snapper stock assessment and provide
fishing level recommendations; provide
comments on a National Marine
Fisheries Service draft technical memo
entitled ‘‘Managing the Annual Catch
Limits (ACLs) for data-limited stocks in
federal fishery management plans’’; and
develop a workplan and workgroup for
catch level projections best practices for
stocks assessed in the South Atlantic
region. The SSC will provide guidance
to staff and make recommendations for
Council consideration as appropriate.
Multiple opportunities for comment
on agenda items will be provided during
SSC meetings. Open comment periods
will be provided at the start of the
meeting and near the conclusion. Those
interested in providing comment should
indicate such in the manner requested
by the Chair, who will then recognize
individuals to provide comment.
Additional opportunities for comment
on specific agenda items will be
provided, as each item is discussed,
between initial presentations and SSC
discussion. Those interested in
providing comment should indicate
such in the manner requested by the
Chair, who will then recognize

comments are part of the record of the
meeting.
Although non-emergency issues not
contained in the meeting agenda may
come before this group for discussion,
those issues may not be the subject of

At the request of Senators
Tillis, Hirono, Cotton, and Coons, the
United States Patent and Trademark
Office (USPTO) is undertaking a study
on the current state of patent eligibility
jurisprudence in the United States, and
how the current jurisprudence has
impacted investment and innovation,
particularly in critical technologies like
quantum computing, artificial
intelligence, precision medicine,
diagnostic methods, and pharmaceutical
treatments. The USPTO seeks public
input on these matters to assist in
preparing the study.
DATES: Comments must be received by
September 7, 2021.
