(PJM or Respondent), alleging that PJM’s current Open Access Transmission Tariff and Amended and Restated Operating Agreement are unjust and unreasonable, because they require merchant transmission facilities to complete the profoundly-delayed generation interconnection process in order to be studied and integrated into the grid, all as more fully explained in its complaint.
