reduce paperwork and respondent
burdens, we are again soliciting
comments from the public and other
Federal agencies on the proposed ICR
that is described below. We are
especially interested in public comment
addressing the following:
(1) Whether or not the collection of
information is necessary for the proper
performance of the functions of the
agency, including whether or not the
information will have practical utility;
(2) The accuracy of our estimate of the
burden for this collection of
information, including the validity of
the methodology and assumptions used;
(3) Ways to enhance the quality,
utility, and clarity of the information to
be collected; and
(4) How might the agency minimize
the burden of the collection of
information on those who are to
respond, including through the use of
appropriate automated, electronic,
mechanical, or other technological
collection techniques or other forms of
information technology, e.g., permitting
electronic submission of response.

Abstract: OSMRE and State regulatory
authorities use the information collected
for 30 CFR 761 to ensure that persons
planning to conduct surface coal mining
operations on the lands protected by
§ 522(e) of the Surface Mining Control
and Reclamation Act of 1977 have the
right to do so under one of the
exemptions or waivers provided by this
section of the Act .

Notice.
Notice is hereby given that a
complaint was filed with the U.S.
International Trade Commission on May
21, 2021, under section 337 of the Tariff
Act of 1930, as amended, on behalf of
Arigna Technology Limited of Ireland.
Supplements were filed on May 26,
2021, June 9, 2021, June 10, 2021, and
June 11, 2021. The complaint, as
supplemented, alleges violations of
section 337 based upon the importation
into the United States, the sale for
importation, and the sale within the
United States after importation of
certain power inverters and converters,
vehicles containing the same, and
components thereof by reason of
infringement of certain claims of U.S.
Patent No. 8,247,867 (‘‘the ’867 patent’’)
and U.S. Patent No. 8,289,082 (‘‘the ’082
patent’’). The complaint further alleges
that an industry in the United States
exists or is in the process of being
established as required by the
applicable Federal Statute. The
complainant requests that the
Commission institute an investigation
and, after the investigation, issue a
limited exclusion order and cease and
desist orders.
