collection techniques or other forms of
information technology, e.g., permitting
electronic submission of response.

Office of Financial Management has
submitted to OMB for approval for the
Department and its Bureaus and Offices
to continue to collect information from
proposed donors relative to their
relationship(s) with the Department.
The Department and its individual
Bureaus and Offices have gift

variety of donation authorities in the
Department and increasing numbers of
donations, in accordance with the
Department of the Interior Donations
Policy 374 DM 6, those proposing to
donate gifts valued at $25,000 or more
to provide information regarding their
relationship with the Department. The
purpose of this policy is to ensure that
the acceptance of a gift does not create
legal or ethical issues for the
Department, its Bureaus and Offices, or
potential donors. The information will
be gathered through the use of a form
that collects information relevant to the
acceptability of the proposed donation
in conformance with the Department’s
donations policy. The Donor
Certification form (DI–3680) is
completed and certified by the
prospective donor then submitted to the
Department or its Bureau or Office for
review. Having the donor certify their
interactions with the Department gives
the staff vetting the proposed donation
basic information to be verified,
resulting in a more efficient and timely
donation review process.

SUPPLEMENTARY INFORMATION:
Background
The Endangered Species Act of 1973, as amended (ESA; 16 U.S.C. 1531
et seq.), prohibits certain activities with endangered and threatened
species unless authorized by a Federal permit. The ESA and our
implementing regulations in part 17 of title 50 of the Code of Federal
Regulations (CFR) provide for the issuance of such permits and require
that we invite public comment before issuing permits for activities
involving endangered species.
A recovery permit issued by us under section 10(a)(1)(A) of the ESA
authorizes the permittee to conduct activities with endangered species
for scientific purposes that promote recovery or for enhancement of
propagation or survival of the species. Our regulations implementing
section 10(a)(1)(A) for these permits are found at 50 CFR 17.22 for
endangered wildlife species, 50 CFR 17.32 for threatened wildlife
species, 50 CFR 17.62 for endangered plant species, and 50 CFR 17.72
