This is a supplemental notice in the
above-referenced proceeding of IR
Energy Management LLC’s application
for market-based rate authority, with an
accompanying rate tariff, noting that
such application includes a request for
blanket authorization, under 18 CFR
part 34, of future issuances of securities
and assumptions of liability.
Any person desiring to intervene or to
protest should file with the Federal
Energy Regulatory Commission, 888
First Street NE, Washington, DC 20426,
in accordance with Rules 211 and 214
of the Commission’s Rules of Practice
and Procedure (18 CFR 385.211 and
385.214). Anyone filing a motion to

deadline for filing protests with regard
to the applicant’s request for blanket
authorization, under 18 CFR part 34, of

Take notice that on June 11, 2021,
pursuant to Sections 4 and 5 of the
Natural Gas Act 1 and Rule 206 of the
Federal Energy Regulatory
Commission’s (Commission) Rules of
Practice and Procedure, 18 CFR 385.206
(2021), ConocoPhillips Company
(ConocoPhillips or Complainant) filed a
formal complaint against El Paso
Natural Gas Company, LLC (EPNG or
Respondent), alleging that the
Respondent failed to comply with the
Natural Gas Act, Commission
regulations, Commission precedent, and
EPNG’s tariff when EPNG declared a
Critical Operating Condition for the
period February 15, 2021 through
February 17, 2021 and subsequently
assessed critical condition penalties and
charges to ConocoPhillips, all as more
fully explained in its complaint.
The Complainant certify that copies of
the complaint were served on the
contacts listed for Respondent in the
Commission’s list of Corporate Officials.
