The applicant proposes to generally maintain the reservoir surface elevation 12 to 15 feet below the full pool elevation during this period, exceeding the normally permissible maximum drawdown of 5 feet below full pool. The applicant states the drawdown is necessary to construct a diversion dam and headworks at the development. l.
