The EIS will tier off Commission staff’s Environmental Assessment (EA) and its findings and conclusions for the Project issued on March 16, 2021, and respond to comments filed on the EA.1 The EIS will assist the Commission in its consideration of the Project’s contribution to climate change and its decision-making process to determine whether Columbia Gulf’s proposed Project is in the public convenience and necessity. Commission staff will independently analyze the proposed Project and prepare a draft EIS, which will be issued for public comment. Commission staff will consider all timely comments received during the comment period on the draft EIS and revise the document, as necessary, before issuing a final EIS.
