Notice is hereby given that
Miling Li, Sc.D., University of Delaware,
15 Innovation Way, Newark, DE 19711,
has applied in due form for a permit to
import biological samples from beluga
whales (Delphinapterus leucas) for
scientific research.
DATES: Written or email comments must
be received on or before June 14, 2021.

SUPPLEMENTARY INFORMATION: The
subject permit is requested under the
authority of the Marine Mammal
Protection Act of 1972, as amended
(MMPA; 16 U.S.C. 1361 et seq.), the
regulations governing the taking and
importing of marine mammals (50 CFR
part 216).
The applicant proposes to import
biological samples from Canada from up
to 160 Eastern Beaufort Sea beluga
whales annually for scientific research
to develop and use novel tools (e.g.,
stable mercury and lead isotopes) for
assessing climate change impacts on
this population, including their foraging
habitats and contaminant burden. The
requested duration of the permit is 5
years.

In compliance with the National
Environmental Policy Act of 1969 (42
U.S.C. 4321 et seq.), an initial
determination has been made that the
activity proposed is categorically
excluded from the requirement to
prepare an environmental assessment or
environmental impact statement.
Concurrent with the publication of
this notice in the Federal Register,
NMFS is forwarding copies of the
application to the Marine Mammal
Commission and its Committee of
Scientific Advisors.

ACTION: Notice and request for
comments regarding a proposed
extension of an approved information
collection requirement.
AGENCY:
In compliance with the
Paperwork Reduction Act of 1995, DoD
announces the proposed extension of a
public information collection
requirement and seeks public comment
on the provisions thereof. DoD invites
comments on: Whether the proposed
collection of information is necessary
for the proper performance of the
functions of DoD, including whether the
information will have practical utility;
the accuracy of the estimate of the
burden of the proposed information
collection; ways to enhance the quality,
utility, and clarity of the information to
be collected; and ways to minimize the
burden of the information collection on
respondents, including through the use
of automated collection techniques or
other forms of information technology.
The Office of Management and Budget
(OMB) has approved this information
collection requirement for use through
September 30, 2021. DoD proposes that
OMB extend its approval for three
additional years.
