The Assistant Secretary for
Administration, with the concurrence of
the delegate of the General Counsel,
formally determined on February 9,
2021, pursuant to Section 10(d) of the
Federal Advisory Committee Act, as
amended (5 U.S.C. app. 2 § 10(d)), that
the portion of the meeting dealing with
pre-decisional changes to the Commerce
Control List and the U.S. export control
policies shall be exempt from the
provisions relating to public meetings
found in 5 U.S.C. app. 2 § § 10(a)(1) and
10(a)(3). The remaining portions of the
meeting will be open to the public. For

professionally competent. The U.S.
Department of Commerce provides the
Declaration of Eligibility that certifies
these firms. Any such firm seeking
certification is required to submit a
completed Form BIS–4023P along with
a current annual financial report and a
resume of past projects in order to
become certified and placed on the
Consolidated List of Eligible Bidders.
Affected Public: Business or other forprofit organizations.
Frequency: On Occasion.
Respondent’s Obligation: Voluntary.
Legal Authority: Section 401 (10) of
Executive order 12656 (November 18,
1988), 15 U.S.C. Section 1512.

SUMMARY: The Department of Commerce
(Commerce) determines that Borusan
Mannesmann Boru Sanayi ve Ticaret
A.S. (Borusan), exporter/producer of oil
country tubular goods (OCTG) from the
Republic of Turkey (Turkey), received
de minimis net countervailable
subsidies during the period of review
(POR), January 1, 2018, through
December 31, 2018. Commerce is also
rescinding this review with respect to
five non-selected companies for which
the customs data show no reviewable
entries during the POR.

Background
On January 26, 2021, Commerce
published the Preliminary Results of
this administrative review.1 We invited
parties to comment on the Preliminary
Results. No interested party submitted
comments. Borusan requested to
participate in a hearing with Commerce,
but because no party submitted
comments, Commerce did not hold a
hearing.2 Commerce conducted this
