North Pacific Fishery Management Council; Public Meeting, 22636 [2021-08994]

Download as PDF 22636 Federal Register / Vol. 86, No. 81 / Thursday, April 29, 2021 / Notices the Council each June based on available bycatch data. In June 2019, the Council endorsed a new analytical method proposed by the HMSMT. Because performance metrics were not reported in 2020, this would be the first year this new analytical method will be used. Second, the HMSMT will discuss recommendations to address scoping and the development of a range of alternatives for DGN fishery hard caps. The Council took final action in September 2015 to implement ‘‘hard cap’’ for selected protected species taken in the DGN fishery as a bycatch mitigation measure. Implementing regulations became effective in February 2020 but were subsequently vacated by court order. The Council wishes to consider alternative bycatch mitigation methods, consistent with its original intent, and considering the reasons the previous implementing regulations were vacated by the Court. A meeting agenda will be available on the Council website at least one week before the meeting. Although non-emergency issues not contained in the meeting agenda may be discussed, those issues may not be the subject of formal action during this meeting. Action will be restricted to those issues specifically listed in this document and any issues arising after publication of this document that require emergency action under section 305(c) of the Magnuson-Stevens Fishery Conservation and Management Act, provided the public has been notified of the intent to take final action to address the emergency. Special Accommodations Requests for sign language interpretation or other auxiliary aids should be directed to Mr. Kris Kleinschmidt (kris.kleinschmidt@ noaa.gov; (503) 820–2412) at least 10 days prior to the meeting date.
