Federal Licensee under the Small
Business Investment Act of 1958, as
amended (‘‘the Act’’), in connection
with the financing of a small concern,
has sought an exemption under Section
312 of the Act and Section 107.730,
Financings which Constitute Conflicts
of Interest of the Small Business
Administration (‘‘SBA’’) Rules and
Regulations (13 CFR 107.730).
Associates of Star Mountain SBIC Fund,
L.P. own more than 10% of the equity
interests in Arrow Home Health LLC,
2805 S Expressway 83, Suite A,
Harlingen, TX 78550, thereby making
Arrow Home Health LLC an Associate.
The financing is brought within the
purview of § 107.730(a) of the
Regulations because Star Mountain
SBIC Fund, LP and Arrow Home Health
LLC are Associates and Star Mountain
SBIC Fund, LP is seeking to invest
capital in Arrow Home Health LLC.
Therefore, this transaction is considered
financing an Associate, requiring a prior
SBA exemption and pre-financing SBA
approval.
Notice is hereby given that any
interested person may submit written
comments on the transaction, within
fifteen days of the date of this
publication, to the Associate

Turkmenistan, Ukraine, and Uzbekistan.
This Determination shall be published
in the Federal Register and, along with
the accompanying Memorandum of
Justification, shall be reported to
Congress.
