Responses to the complaint and the

considered by the Commission if

date of service by the complainant of the
complaint and the notice of
investigation. Extensions of time for
submitting responses to the complaint
and the notice of investigation will not
be granted unless good cause therefor is
shown.
Failure of the respondent to file a
timely response to each allegation in the
complaint and in this notice may be
deemed to constitute a waiver of the
right to appear and contest the
allegations of the complaint and this
notice, and to authorize the
administrative law judge and the
Commission, without further notice to
the respondent, to find the facts to be as
alleged in the complaint and this notice
and to enter an initial determination
and a final determination containing
such findings, and may result in the
issuance of an exclusion order or a cease
and desist order or both directed against
the respondent.

I. Abstract
Contractors performing research and
development are required by statutes,
NASA implementing regulations, and
OMB policy to submit reports of
inventions, patents, data, and
copyrights, including the utilization and
disposition of same. The NASA New
Technology Summary Report reporting
form is being used for this purpose.
II. Methods of Collection
NASA FAR Supplement clauses for
patent rights and new technology
encourage the contractor to use an
electronic form and provide a hyperlink
to the electronic New Technology
Reporting System (e-NTR) site https://
invention.nasa.gov. This website has
been set up to help NASA employees
and parties under NASA funding
agreements (i.e., contracts, grants,
cooperative agreements, and
subcontracts) to report new technology
information directly to NASA via a
secure internet connection.
III. Data

Type of Review: Extension of a
currently approved collection.

and university and/or other for-profit
