Under the proposed Settlement Agreement, CP agrees to pay $282,391 to the DOI Natural Resource Damage Assessment and Restoration Fund to be used for restoration activities to compensate the public for recreational and aquatic injuries. CP will receive from the Trustees a covenant not to sue for the claims resolved by the settlement. The publication of this notice opens a period for public comment on the proposed Settlement Agreement. On January 26, 2021, the Department of Justice published a notice in the Federal Register opening a period of public comment on the proposed Consent Decree for a period of thirty (30) days through February 25, 2021. By this notice, the Department of Justice is extending the public comment period through March 11, 2021.     In accordance with Departmental Policy, 28 CFR 50.7, notice is 
hereby given that a proposed Consent Decree in United States v. Thomas 
E. Lipar, et al., Civil Action Number 4:10-cv-01904, was lodged with 
the United States District Court for the Southern District of Texas on 
January 19, 2021.
    This proposed Consent Decree concerns a complaint filed by the
