SUMMARY: The Department of Commerce (Commerce) preliminarily determines that Nippon Steel Corporation (NSC) and Tokyo Steel Manufacturing Co., Ltd. (Tokyo Steel), producers and exporters of hot-rolled steel flat products (hotrolled steel) from Japan, sold subject merchandise in the United States at prices below normal value during the period of review (POR) October 1, 2018 through September 30, 2019. In addition, Commerce preliminarily determines that Honda Trading Canada, Inc. (Honda), Panasonic Corporation (Panasonic), and Mitsui & CO., Ltd. (Mitsui) had no shipments during the POR. PO 00000 Frm 00002 Fmt 4703 Sfmt 4703 December 11, 2019 covering 26 producers and/or exporters.2 We selected NSC and Tokyo Steel as mandatory respondents.3 On April 24, 2020, Commerce exercised its discretion to uniformly toll all statutory deadlines for antidumping and countervailing duty administrative reviews by 50 days.4 On July 21, 2020, Commerce further tolled all statutory deadlines for antidumping and countervailing duty administrative reviews by another 60 days.5 On October 13, 2020, we extended the deadline for the preliminary results of this review by an additional 120 days, in accordance with section 751(a)(3)(A) of the Act and 19 CFR 351.213(h)(2), resulting in a deadline of February 17, 2021 for these preliminary results.6 For a detailed description of the events that followed the initiation of this review, see the Preliminary Decision Memorandum.7 Scope of the Order The merchandise covered by the Order is hot-rolled steel from Japan. For a complete description of the scope of the Order, see the Preliminary Decision Memorandum.8 Methodology Commerce is conducting this administrative review in accordance with section 751(a) of the Act. Constructed export price and export price were calculated in accordance with section 772 of the Act. Normal value is calculated in accordance with section 773 of the Act.
