Executive Order 11964 of January 19, 1977 and 33 U.S.C. 1605 provide that the requirements of the International Regulations for Preventing Collisions at Sea, 1972 (72 COLREGS), as to the number, position, range, or arc of visibility of lights or shapes, as well as to the disposition and characteristics of sound-signaling appliances, shall not apply to a vessel or class of vessels of the Navy where the Secretary of the Navy shall find and certify that, by reason of special construction or purpose, it is not possible for such vessel(s) to comply fully with the provisions without interfering with the special function of the vessel(s). Notice of issuance of a Certificate of Alternate Compliance must be made in the Federal Register. In accordance with 33 U.S.C. 1605, the DAJAG (Admiralty and Maritime Law), under authority delegated by the Secretary of the Navy, hereby finds and certifies that USS SAVANNAH (LCS 28) is a vessel of special construction or purpose, and that, with respect to the position of the following navigational lights, it is not possible to comply fully with the requirements of the provisions enumerated in the 72 COLREGS without interfering with the special function of the vessel: Annex I, paragraph 2(a)(i), pertaining to the vertical position of the forward masthead lights; Annex I, paragraph 3(a), pertaining to the horizontal position of the forward masthead lights; Rule 21(a) and Annex I, paragraph 2(f)(i), pertaining to masthead light obstructions; Annex I, paragraph 3(a), pertaining to the horizontal separation between the forward and aft masthead lights; Annex I, paragraph 3(c), pertaining to vertical and horizontal spacing of task lights; and Rule 27(b)(i) and Annex I, paragraph 9(b), pertaining to the obstruction of task lights. [FR Doc. 2021–02503 Filed 2–5–21; 8:45 am] BILLING CODE 6717–01–P DEPARTMENT OF ENERGY Federal Energy Regulatory Commission [Project No. 5737–007] Santa Clara Valley Water District; Notice of Availability of Supplemental Environmental Assessment In accordance with the National Environmental Policy Act of 1969 and the Federal Energy Regulatory Commission’s (Commission) regulations, 18 CFR part 380 (Order No. 486, 52 FR 47897), the Office of Energy Projects has reviewed an application submitted by Santa Clara Valley Water District for the Anderson Dam Project No. 5737, to draw down the Anderson Reservoir, construct and operate a new low-level outlet tunnel, and implement downstream measures. Anderson Dam is located on Coyote Creek in Santa Clara County, California. A supplemental environmental assessment (EA) has been prepared as part of Commission staff’s review of the proposal.1 The supplemental EA includes additional analysis to supplement staff’s October 1, 2020 EA for the reservoir drawdown.
