published ‘‘Qualified Mortgage
Definition Under the Truth in Lending
Act (Regulation Z): Seasoned QM Loan
Definition,’’ which appeared in the
Federal Register on December 29, 2020.
This document corrects a scrivener’s
error in an amendatory instruction in
that document.

ACTION: Interim final rule.
AGENCY:
This interim final rule
implements changes related to the
forgiveness and review of loans made
under the Paycheck Protection Program
(PPP), which was originally established
under the Coronavirus Aid, Relief, and
Economic Security Act (CARES Act) to
provide economic relief to small
businesses nationwide adversely
impacted by the Coronavirus Disease
2019 (COVID–19). On December 27,
2020, the Economic Aid to Hard-Hit
Small Businesses, Nonprofits, and
Venues Act (Economic Aid Act) was
enacted, extending the authority to
make PPP loans through March 31,
2021, revising certain PPP requirements,
and permitting second draw PPP loans.
This interim final rule consolidates
prior rules related to forgiveness and
reviews of PPP loans and incorporates
changes made by the Economic Aid Act,
including with respect to forgiveness of
second draw PPP loans.
DATES:
Effective date: Unless otherwise
specified in the Economic Aid Act, the
provisions of this interim final rule are
effective February 3, 2021.
Applicability date: This interim final
rule applies to Paycheck Protection
Programs loans for which a loan

I. Background Information
On March 13, 2020, President Trump
declared the ongoing Coronavirus
Disease 2019 (COVID–19) pandemic of
sufficient severity and magnitude to
warrant an emergency declaration for all
States, territories, and the District of
Columbia. With the COVID–19
emergency, many small businesses
nationwide continue to experience
economic hardship as a direct result of
the Federal, State, and local public
health measures that continue to be
taken to minimize the public’s exposure
to the virus. In addition, based on the
advice of public health officials, other
voluntary measures continue to be
observed, resulting in a decrease in
economic activity as the public avoids
malls, retail stores, and other
businesses.
On March 27, 2020, the President
signed the Coronavirus Aid, Relief, and
