On November 25, 2020, the Executive
Secretary of the Foreign-Trade Zones
(FTZ) Board docketed an application
submitted by the County of Orange,
grantee of FTZ 37, requesting subzone
status subject to the existing activation
limit of FTZ 37, on behalf of JJS
Transportation and Distribution Co Inc,
in Valley Stream, New York.
The application was processed in
accordance with the FTZ Act and
Regulations, including notice in the
Federal Register inviting public
comment (85 FR 78306, December 4,
2020). The FTZ staff examiner reviewed
the application and determined that it
meets the criteria for approval. Pursuant
to the authority delegated to the FTZ
Board Executive Secretary (15 CFR
400.36(f)), the application to establish
Subzone 37F was approved on January
22, 2021, subject to the FTZ Act and the
Board’s regulations, including Section
400.13, and further subject to FTZ 37’s
2,000-acre activation limit.

Certain Steel Nails From the Sultanate
of Oman: Final Results of the First
Five-Year Sunset Review of the
Antidumping Duty Order

SUMMARY: On September 28, 2020, the
Department of Commerce (Commerce)
published the Preliminary Results of the
first full five-year (sunset) review of the
antidumping duty (AD) order on certain
steel nails (steel nails) from the
Sultanate of Oman (Oman). As a result
of our analysis, Commerce finds that
revocation of the AD order would be
likely to lead to continuation or
recurrence of dumping at the levels
indicated in the ‘‘Final Results of Sunset
Review’’ section of this notice.

Background
On September 28, 2020, Commerce
published the Preliminary Results,1
finding that dumping was likely to
continue or recur if the AD Order 2 were
revoked, and reported to the
International Trade Commission (ITC)
rates up to 9.10 percent as the margins
of dumping likely to prevail.3 We
invited interested parties to comment on
the Preliminary Results. On October 28,
2020, we received a case brief from
Oman Fasteners LLC (Oman Fasteners).4
On November 4, 2020, we received a
rebuttal brief from Mid Continent Steel
& Wire, Inc. (Mid Continent).5 On
November 24, 2020, we held a hearing
at Oman Fasteners’ request.
Scope of the Order
The merchandise covered by this
order is nails having a nominal shaft
length not exceeding 12 inches.6
