    On January 5, 2021, the Commission issued an order in Docket No. 
EL21-31-000 pursuant to section 206 of the Federal Power Act (FPA), 16 
U.S.C. 824e (2018), instituting an investigation into whether 
Highlander Solar Energy Station 1, LLC's Proposed Rates may be unjust, 
unreasonable, unduly discriminatory or preferential, substantially
