On January 5, 2021, the Commission
issued an order in Docket No. EL21–31–
000 pursuant to section 206 of the
Federal Power Act (FPA), 16 U.S.C.
824e (2018), instituting an investigation
into whether Highlander Solar Energy
Station 1, LLC’s Proposed Rates may be
unjust, unreasonable, unduly
discriminatory or preferential,
substantially excessive or otherwise
unlawful. Highlander Solar Energy
Station 1, LLC, 174 FERC
¶ 61,003(2020).
The refund effective date in Docket
No. EL21–31–000, established pursuant
to section 206(b) of the FPA, will be the
date of publication of this notice in the
Federal Register.
Any interested person desiring to be
heard in Docket No. EL21–31–000 must
file a notice of intervention or motion to
intervene, as appropriate, with the
Federal Energy Regulatory Commission,

of Energy Projects has reviewed an
application submitted by Aclara Meters,
LLC, to surrender its Somersworth
Hydroelectric Project No. 3820, located
on the Salmon Falls River in Strafford
County, New Hampshire, and York

environmental assessment (EA) for the
project. The project does not occupy
federal lands.
The EA contains staff’s analysis of the
potential environmental impacts of the
proposed action and concludes that
approval of the surrender would not
constitute a major federal action
significantly affecting the quality of the
human environment.
