    On December 30, 2020, the Commission issued an order in Docket No. 
EL21-23-000, pursuant to section 206 of the Federal Power Act (FPA), 16 
U.S.C. 824e, instituting an investigation into whether Startrans IO, 
L.L.C.'s proposed rate reduction to its transmission revenue 
requirement and proposed revisions to its transmission owner tariff are
