Proposed Project
The National YRBS Test-Retest
Reliability Study—New—National
Center for HIV/AIDS, Viral Hepatitis,
STD, and TB Prevention (NCHHSTP),
Centers for Disease Control and
Prevention (CDC).
Background and Brief Description
The purpose of this request is to
obtain OMB approval to conduct the
National YRBS Test-Retest Reliability
Study to establish the reliability of the
National Youth Risk Behavior Survey
(‘‘YRBS’’) questionnaire.
The YRBS assesses priority health risk
behaviors related to the major
preventable causes of mortality,
morbidity, and social problems among
both youth and young adults in the
United States. Data on health risk
behaviors of adolescents are the focus of
approximately 65 national health
objectives in Healthy People 2030, an
initiative of the U.S. Department of
Health and Human Services (HHS). The
YRBS provides data to measure 13 of
the proposed health objectives and one
of the Leading Health Indicators
currently under public comment to
establish Healthy People 2030
objectives. In addition, the YRBS can
identify racial and ethnic disparities in
health risk behaviors. No other national
source of data measures as many of the
Healthy People 2030 objectives
addressing adolescent health risk
behaviors as the YRBS. The data also
will have significant implications for
policy and program development for
school health programs nationwide.
CDC seeks a one-year approval to
conduct the National YRBS Test-Retest
Reliability Study.
Between September and December of
2021, a sample of 2,000 students from
20 regular public secondary schools in
the U.S. containing at least one of grades
9–12 will be selected in no more than
20 districts. This sample is expected to
yield at least 1,000 participating
students who completed both a Time 1
and Time 2 YRBS questionnaire. The
table below reports the number of
respondents annualized over the oneyear project period. There are no costs
to respondents except their time. The
total estimated annualized burden hours
are 1,540.

coaching and professional development
are supporting centers and FCC homes;
the perceived value and role of
coaching, professional development,
and quality improvement; the features
of coaching and how they are delivered;
and the role(s) of coaches and how they
have been supported. The study will
also examine the degree to which
coaching has been sustained and/or
changed compared to before COVID–19.
In particular, there will be a focus on
understanding the use of remote versus
in-person strategies for coaching and
professional development. This study
aims to explore the implementation of
coaching and professional development
in ECE settings as COVID–19 has
progressed. The study will not allow for
statistical generalization to different
