Although the duration of drought conditions are difficult to predict, the applicant requests the temporary variance to remain into effect until March 31, 2021, which is when winter weather conditions typically begin to subside and will produce sufficient flow from melting snow and ice to allow Lake Shafer to return to its normal elevation. l.
