The Ecosystem Committee will
receive an update on Gulf of Mexico
Fishery Ecosystem Plan and Southeast
Regional efforts to build a foundation
for the Fishery Ecosystem Plan.
Full Council will convene midmorning (10:15 a.m.) with a Call to
Order, Announcements, and
Introductions; Adoption of Agenda and
Approval of Minutes. The Council will
hold public comment testimony
beginning at approximately 10:30 a.m.
until 2:30 p.m. for Final Action
Amendment Reef Fish 48/Red Drum 5:
Status Determination Criteria and
Optimum Yield for Reef Fish and Red
Drum, and open testimony on other
fishery issues or concerns. There will be
a one-hour lunch break from 12:30 p.m.
to 1:30 p.m. Public comment may begin
earlier than 10:30 a.m. EDT but will not
conclude before that time. Persons
wishing to give public testimony must
follow the instructions on the Council
website before the start of the public
comment period at 10:30 a.m. EST.
Following public comment, the
Council will receive committee reports
from Sustainable Fisheries, Shrimp,
Migratory Species, Reef Fish and
Ecosystem Committees. The Council
will then discuss any Other Business
items.

Councils, in conjunction with NOAA
Fisheries and the Atlantic and Gulf
States Marine Fisheries Commissions,
have implemented the Southeast Data,
Assessment and Review (SEDAR)
process, a multi-step method for
determining the status of fish stocks in
the Southeast Region. SEDAR is a threestep process including: (1) Data
Workshop; (2) Assessment Process
utilizing webinars; and (3) Review
Workshop. The product of the Data
Workshop is a data report which
compiles and evaluates potential
datasets and recommends which
datasets are appropriate for assessment
analyses. The product of the Assessment
Process is a stock assessment report
which describes the fisheries, evaluates
the status of the stock, estimates
biological benchmarks, projects future
population conditions, and recommends
research and monitoring needs. The
assessment is independently peer
reviewed at the Review Workshop. The
product of the Review Workshop is a
Summary documenting panel opinions
regarding the strengths and weaknesses
of the stock assessment and input data.
Participants for SEDAR Workshops are
appointed by the Gulf of Mexico, South
Atlantic, and Caribbean Fishery
Management Councils and NOAA
Fisheries Southeast Regional Office,
Highly Migratory Species Management
Division, and Southeast Fisheries
Science Center. Participants include:
Data collectors and database managers;
stock assessment scientists, biologists,
and researchers; constituency
representatives including fishermen,
environmentalists, and nongovernmental organizations (NGOs);
international experts; and staff of
Councils, Commissions, and state and
federal agencies.
