petition for declaratory order seeking to
resolve two issues arising in the wake of
Order Nos. 860 and 860–A,1 as more
fully explained in the petition.
Any person desiring to intervene or to
protest this filing must file in
accordance with Rules 211 and 214 of
the Commission’s Rules of Practice and
Procedure (18 CFR 385.211, 385.214).
Protests will be considered by the

‘‘Survey of State Emergency Response
Commissions (SERCs)’’ (EPA ICR No.

(OMB) for review and approval in
accordance with the Paperwork
Reduction Act. Before doing so, EPA is
soliciting public comments on specific
aspects of the proposed information
collection as described below. This is a
request for approval of a new collection.
