Transformation (SMART) Information
Management System,’’ DUSDA 14. This
system of records enables the SMART
program officials to select qualified
scholarship applicants and monitor
their progress in the program.

modification is effective upon
publication; however, comments on the
Routine Uses will be accepted on or
before November 30, 2020. The Routine
Uses are effective at the close of the
