The sole purpose of a preliminary permit, if issued, is to grant the permit holder priority to file a license application during the permit term. Commissioners may attend and participate. This conference will consider whether and how existing regional transmission organization (RTO) and independent system operator (ISO) interconnection, merchant transmission and transmission planning frameworks can accommodate anticipated growth in offshore wind generation in an efficient or costeffective manner that safeguards open access transmission principles. The conference also will provide an opportunity for participants to discuss possible changes or improvements to the current regulatory frameworks that may accommodate such growth.     On August 4, 2020, One Drop Hydro, LLC, filed an application for a 
preliminary permit, pursuant to section 4(f) of the Federal Power Act, 
proposing to study the feasibility of the Elizabeth Webbing Falls Dam 
Project (project) located on the Blackstone River, in Central Falls, 
Providence County, Rhode Island. The sole purpose of a preliminary 
permit, if issued, is to grant the permit holder priority to file a
