Marketing LLC and Phillips 66
Company (Joint Complainants or
Complainants) filed a formal complaint
against TransCanada Keystone Pipeline,
LP (Keystone or Respondent),
challenging the lawfulness of rates
charged by Keystone for transportation
of crude oil within the United States
under committed rates calculated
pursuant to terms contained in
Transportation Service Agreements
between Keystone and the Joint
Complainants, all as more fully
explained in the complaint.
The Complainants certifies that copies
of the complaint were served on the

base gas in the existing Mobley Storage
Field located in Wetzel County, West
Virginia. Specifically, Equitrans plans to
