ACTION: Notice of open meeting.
AGENCY:
The National Construction
Safety Team (NCST) Advisory
Committee (Committee) will hold an
open meeting via web conference on
Friday, October 23, 2020, from 10:00
a.m. to 12:00 p.m. Eastern Time. The
primary purpose of this meeting is to
update the Committee on the status of
the NCST investigation focused on the
impacts of Hurricane Maria on Puerto
Rico and related NCST activities,
including event scoring and readiness of
teams. The agenda may change to
accommodate Committee business. The
final agenda will be posted on the NIST
website at https://www.nist.gov/topics/
disaster-failure-studies/nationalconstruction-safety-team-ncst/advisorycommittee.
SUMMARY:
The NCST Advisory Committee
will meet on Friday, October 23, 2020,

SUPPLEMENTARY INFORMATION: The
Committee was established pursuant to
Section 11 of the NCST Act (Pub. L.
107–231, codified at 15 U.S.C. 7301 et
seq.). The Committee is currently
composed of six members, appointed by
the Director of NIST, who were selected
on the basis of established records of
distinguished service in their
professional community and their
knowledge of issues affecting the
National Construction Safety Teams.
The Committee advises the Director of
NIST on carrying out the NCST Act;
reviews the procedures developed for
conducting investigations; and reviews
the reports issued documenting
investigations. Background information

Committee Act, as amended, 5 U.S.C.
App., notice is hereby given that the
NCST Advisory Committee will meet on
Friday, October 23, 2020, from 10:00
a.m. to 12:00 p.m. Eastern Time. The
meeting will be open to the public and
will be held via web conference. There
will be no central meeting location.
Interested members of the public will be
able to participate in the meeting from
remote locations by calling into a
central phone number. The primary
purpose of this meeting is to update the
Committee on the status of the NCST
investigation focused on the impacts of
Hurricane Maria on Puerto Rico and
related NCST activities, including event
scoring and readiness of teams. The

conference attendance. The amount of
time per speaker will be determined by
the number of requests received.

and future meetings with the Pacific
Council and its advisory bodies. This is
a public meeting and not a public
hearing. Public comments will be taken
at the discretion of the Workgroup chair
as time allows.
Although non-emergency issues not
contained in the Workgroup meeting
agendas may come before the
Workgroup for discussion, those issues
may not be the subject of formal action
during these meetings. Action will be
restricted to those issues specifically

Citizen Science Program. Committee

Southeast Fisheries Science Center, and
the Council’s Science and Statistical
Committee. Their responsibilities
include developing programmatic
recommendations, reviewing policies,
providing program direction/multipartner support, identifying citizen
science research needs, and providing
general advice.

SUPPLEMENTARY INFORMATION:
The Convention and the Commission
ICCAT was established to provide an
effective program of international
cooperation in research and
conservation in recognition of the
unique problems related to the highly
migratory nature of tunas and tuna-like
species. The International Convention
for the Conservation of Atlantic Tunas
(Convention) entered into force in 1969
after receiving the required number of
ratifications. The ICCAT Commission
usually holds an Annual Meeting in
November of each year, and convenes
meetings of working groups and other
ICCAT bodies between annual meetings
as needed. Under Section 971a of ATCA
(16 U.S.C. 971 et seq.), the United States
is represented on the Commission by
not more than three U.S.
Commissioners. Additional information

Advisory Committee and Species
Working Groups to the U.S. Section to
the ICCAT
Section 971b of ATCA (16 U.S.C. 971
et seq.) requires that an advisory
committee be established that shall be
comprised of: (1) Not less than 5 nor
more than 20 individuals appointed by
the U.S. Commissioners to ICCAT who
shall select such individuals from the
various groups concerned with the
fisheries covered by the ICCAT
Convention; and (2) the chairs (or their
designees) of the New England, MidAtlantic, South Atlantic, Caribbean, and
