This notice is soliciting comments
from members of the public and affected
parties concerning the collection of
information described in Section A on
the following:
(1) Whether the proposed collection
of information is necessary for the
proper performance of the functions of
the agency, including whether the
information will have practical utility;
(2) The accuracy of the agency’s
estimate of the burden of the proposed
collection of information;
(3) Ways to enhance the quality,
utility, and clarity of the information to
be collected; and
(4) Ways to minimize the burden of
the collection of information on those
who are to respond; including through
the use of appropriate automated
collection techniques or other forms of
information technology, e.g., permitting
electronic submission of responses.

Table on HUD’s website for public
feedback. The draft Notice is intended
to replace Housing Notice 2012–10,

SUPPLEMENTARY INFORMATION: The draft
Notice posted on the Multifamily
Housing Drafting Table provides new
instructions for the acquisition and/or
refinancing of projects after they have
been through a Mark-to-Market Program
(‘‘M2M’’) debt restructuring or a
Portfolio Reengineering Demonstration
Program (‘‘Demo Program’’)
restructuring and are encumbered by
HUD-held debt (collectively referred to
as ‘‘Post-M2M’’ activities). In addition,
Section 3 of the draft Notice would
replace Appendix C of the Mark-toMarket Operating Procedures Guide
regarding transfers of assets to qualified
nonprofits, Section 4 covers matured
and outstanding M2M or Demo Program
debt, and Section 5 contains guidance
that supplements HUD’s previously
issued 8(bb) Notice (H–2015–03), and
this supplemental guidance may also be
relied upon by owners of projects with
satisfied M2M subordinate debt
obligation(s) that remain encumbered by
a M2M Use Agreement and continue to
benefit from a Full M2M Renewal
Contract. The draft Notice will be
available for feedback for 30 days at the

SUPPLEMENTARY INFORMATION: We, the
U.S. Fish and Wildlife Service (Service),
have issued permits to conduct certain
activities with endangered and
threatened species in response to permit
applications that we received under the
authority of section 10(a)(1)(A) of the
Endangered Species Act of 1973 (16
U.S.C. 1531 et seq.).
After considering the information
submitted with each permit application
and the public comments received, we
issued the requested permits subject to
certain conditions set forth in each
permit. For each application for an
endangered species, we found that (1)
the application was filed in good faith,
(2) the granted permit would not operate
to the disadvantage of the endangered
species, and (3) the granted permit
would be consistent with the purposes
and policy set forth in section 2 of the
ESA.

application materials, along with public
comments we received during public
comment periods for the applications,
are available for review. To locate the

I. Public Comment Procedures
We, the U.S. Fish and
Wildlife Service, invite the public to
comment on applications to conduct
certain activities with foreign species
that are listed as endangered under the
Endangered Species Act (ESA). With
some exceptions, the ESA prohibits
activities with listed species unless
Federal authorization is issued that
allows such activities. The ESA also
requires that we invite public comment
before issuing permits for any activity
otherwise prohibited by the ESA with
respect to any endangered species.

We invite the public and local, State,
Tribal, and Federal agencies to comment
on these applications. Before issuing
any of the requested permits, we will
take into consideration any information
that we receive during the public
comment period.

consider or include in our

To help us carry out our conservation
