Federal Register / Vol. 85, No. 162 / Thursday, August 20, 2020 / Notices
designed to collect counts of monthly
occurrences of births, deaths, and infant
deaths immediately following the
month of occurrence.
The Annual Vital Statistics
Occurrence Report Form collects final
annual counts of marriages and divorces
by month for the United States and for
each State. These final counts are
usually available from State or county
officials about eight months after the
end of the data year. The data are
widely used by government, academic,
private research, and commercial
organizations in tracking changes in
trends of family formation and
dissolution. Respondents for the Annual
Vital Statistics Occurrence Report Form
are registration officials in each State
and Territory, the District of Columbia,
and New York City.
There are no costs to respondents
other than their time.
The total annualized burden hours are
139.

its continuing effort to reduce public
burden and maximize the utility of
government information, invites the
general public and other Federal
agencies to take this opportunity to
comment on proposed and/or
continuing information collection, as
required by the Paperwork Reduction
Act of 1995. This notice invites
comment on a proposed information
collection project titled NCHS Research
and Development Survey (RANDS).
RANDS will leverage commerciallycreated and maintained survey panels to
supplement and expand NCHS’
methodological research, allowing
NCHS to quickly obtain and disseminate
information about the ongoing
coronavirus outbreak and provide
documentation supporting the validity
of outbreak-related survey questions.

(44 U.S.C. 3501–3520), Federal agencies
must obtain approval from the Office of

proposed collection, each proposed
extension of existing collection of
information, and each reinstatement of
previously approved information
collection before submitting the
collection to OMB for approval. To
comply with this requirement, we are
publishing this notice of a proposed
data collection as described below.
The OMB is particularly interested in
comments that will help:

collection of information is necessary
for the proper performance of the
functions of the agency, including
whether the information will have
practical utility;
2. Evaluate the accuracy of the
agency’s estimate of the burden of the
proposed collection of information,
including the validity of the
methodology and assumptions used;
3. Enhance the quality, utility, and
clarity of the information to be
collected; and
4. Minimize the burden of the
collection of information on those who
are to respond, including through the
use of appropriate automated,
electronic, mechanical, or other
technological collection techniques or
other forms of information technology,
e.g., permitting electronic submissions
of responses.
5. Assess information collection costs.

areas such as general health,
psychological distress, chronic
conditions, health behaviors, testing and

individuals are modifying their

follow its typical workflow. Instead, the
cognitive interviewing project proposed
here will function as a validity study so
that NCHS staff and other subject matter

and disseminate the RANDS–COVID–19
data.
