AGENCY:
ACTION:
The Coast Guard will enforce
the San Diego Bayfair special local
regulations on the waters of Mission
Bay, California from September 18
through September 20, 2020. These
special local regulations are necessary to
provide for the safety of the
participants, crew, spectators, sponsor
vessels, and general users of the
waterway. During the enforcement
period, persons and vessels are
prohibited from anchoring, blocking,
loitering, or impeding within this
regulated area unless authorized by the
Captain of the Port, or his designated
representative.
SUMMARY:
The regulations in 33 CFR
100.1101, Item 9, will be enforced from
6 a.m. until 6 p.m., each day from
September 18, 2020 through September
20, 2020.

This action is being taken to provide for
the safety of life on navigable waterways
during this 3-day event. Our regulation
for marine events within the Eleventh
Coast Guard District, § 100.1101,
specifies the location of the regulated
area for the San Diego Bayfair which
encompasses the waters of Mission Bay
to include Fiesta Bay, the east side of
Vacation Isle, and Crown Point shores.
Under the provisions of § 100.1101,
persons and vessels are prohibited from
anchoring, blocking, loitering, or
impeding within this regulated area
unless authorized by the Captain of the
Port, or his designated representative.
The Coast Guard may be assisted by
other Federal, State, or local law
enforcement agencies in enforcing this
regulation.
In addition to this notice of
enforcement in the Federal Register, the
Coast Guard plans to provide
notification of this enforcement period
via the Local Notice to Mariners and
local advertising by the event sponsor.
If the Captain of the Port Sector San
Diego or his designated representative
determines that the regulated area need
not be enforced for the full duration
stated on this document, he or she may
use a Safety Marine Information
Broadcast or other communications
coordinated with the event sponsor to
grant general permission to enter the
regulated area.

AGENCY:
ACTION:
The Coast Guard will enforce
safety zone regulations for the Tacoma
Freedom Fair Air Show on
Commencement Bay from 1 p.m. to 4
p.m. on both September 12, 2020, and
September 13, 2020. This action is
necessary to ensure the safety of the
public from inherent dangers associated
with the annual aerial displays. During

The Coast
Guard will enforce the safety zone in 33
CFR 165.1305 from 1 p.m. to 4 p.m. on
September 12, 2020, and September 13,
2020 unless the COTP of Puget Sound
grants general permission to enter the
regulated area during these stated
enforcement periods. This action is
being taken to provide for the safety of
life on navigable waterways during the
aerial demonstrations above the
waterway.
The safety zone resembles a rectangle
protruding from the shoreline along
Ruston Way and will be marked by the
event sponsor. The specific coordinates
of the safety zone location are listed in
33 CFR 165.1305.
As specified in § 165.1305(c), during
the enforcement periods, no vessel may
transit the regulated area without
approval from the COTP or a COTP
designated representative. The COTP
may be assisted by other federal, state,
and local law enforcement agencies in
enforcing this regulation.
In addition to this notice of
enforcement in the Federal Register, the
Coast Guard plans to provide
notification of this enforcement period
via the Local Notice to Mariners, marine
information broadcasts during the day
of the event. If the COTP determines the
safety zone need not be enforced for the
full duration stated in the notice of
enforcement, she may use a Broadcast
Notice to Mariners to grant general
permission to enter the regulated area.
