(Flamingo Air) requests relief from Title 14 Code of Federal Regulations, part 141, §§ 141.5(e) and 141.17 to allow its part 141 provisional pilot school certificate to be reinstated because the effects of Coronavirus Disease 2019 (COVID–19) impeded it from meeting the ten (10) graduate requirement before its provisional pilot school certificate expired on March 31, 2020. Flamingo Air is seeking relief similar to what the FAA allowed under Special Federal Aviation Regulation (SFAR) No. 118, which gives pilot schools whose 24 calendar-month window expires in April through June 2020, until December 31, 2020, to meet § 141.5(d) and (e), subject to certain conditions.
