Take notice that on July 22, 2020,
pursuant to Rule 207(a)(2) of the Federal
Energy Regulatory Commission’s
(Commission) Rules of Practice and
Procedure, 18 CFR 385.207(a)(2) (2019),
American Electric Power Service
Corporation (AEP or Petitioner) on
behalf of its affiliate, Kentucky Power
Company (KPCo, and with other
affiliates discussed herein, AEP), hereby
submits a petition for declaratory order
(Petition) seeking confirmation that the
Middle Creek energy storage project, a
transmission asset that has undergone
full review through the PJM
Interconnection, L.L.C. stakeholder
process, is eligible for cost-of-service
recovery through AEP’s Commissionapproved transmission formula rates,
and specifically through the

transmission accounts designated for
such projects in Order No. 784,1 as more
fully explained in the petition.
Any person desiring to intervene or to
protest this filing must file in
