ACTION:
Council staff will brief the public on
Draft Amendment 21 before receiving
comments on the amendment. The
hearing will begin promptly at the time
indicated above. If all attendees who
wish to do so have provided their
comments prior to the end time
indicated, the hearing may conclude
early. To the extent possible, the
Council may extend hearings beyond
the end time indicated above to
accommodate all attendees who wish to
speak. Scheduling of hearings is
ongoing due to the COVID–19
pandemic. Additional hearings will be
announced in a separate notice.
Although non-emergency issues not
contained on the agenda may come
before this Council for discussion, those
issues may not be the subject of formal
action during these meetings. Council
action will be restricted to those issues
specifically listed in this notice and any
issues arising after publication of this
notice that require emergency action
under section 305(c) of the MagnusonStevens Act, provided the public has
been notified of the Council’s intent to
take final action to address the
emergency. The public also should be
aware that the meeting will be recorded.
Consistent with 16 U.S.C. 1852, a copy
of the recording is available upon
request.

SUPPLEMENTARY INFORMATION: The
Committee was established by the
NOAA Administrator as directed by
Section 12304 of the Integrated Coastal
and Ocean Observation System Act, part
of the Omnibus Public Land
Management Act of 2009 (Pub. L. 111–
11). The Committee advises the NOAA
Administrator and the Interagency
Ocean Observation Committee (IOOC)
on matters related to the responsibilities
and authorities set forth in section
12302 of the Integrated Coastal and
Ocean Observation System Act of 2009
and other appropriate matters as the
Under Secretary refers to the Committee
for review and advice.
The Committee will provide advice
on:
(a) Administration, operation,
management, and maintenance of the
System;
(b) expansion and periodic
modernization and upgrade of
technology components of the System;
(c) identification of end-user
communities, their needs for
information provided by the System,
and the System’s effectiveness in
disseminating information to end-user

communities and to the general public;
and
(d) any other purpose identified by
the Under Secretary of Commerce for
Oceans and Atmosphere or the

comment period on August 4, August 5,
and August 6, 2020, from 3:45 p.m. to
4 p.m. EDT (check agenda on website to
confirm time). The Committee expects
that public statements presented at its
meetings will not be repetitive of
previously submitted verbal or written
statements. In general, each individual
or group making a verbal presentation
will be limited to a total time of three
(3) minutes. Written comments should
be received by the Designated Federal
Official by July 29, 2020, to provide
sufficient time for Committee review.
Written comments received after July
29, 2020, will be distributed to the
Committee, but may not be reviewed
prior to the meeting date. To submit
written comments, please email your
comments, your name as it appears on
your driver’s license, and the
organization/company affiliation you
