own and operate an approximately 17.1
mile sixteen-inch (16″) outside diameter
(‘‘O.D.’’) loop line of its existing sixteeninch (16″) O.D. Line No. 3191 located in
Eddy County, New Mexico as well as to
undertake minor appurtenant facility
modifications at an existing compressor
station in Lea County, New Mexico. The
proposed facilities will allow for
transportation service from a natural gas
processing plant located in the Eddy
County, New Mexico to EPNG’s
Keystone Pool. This project is referred
to as the ‘‘Carlsbad South Project’’ and
the estimated cost is $23.5 million, all
as more fully set forth in the application
which is on file with the Commission
and open to public inspection.
