FOR FURTHER INFORMATION CONTACT: The Gulf of Mexico, South Atlantic, and Caribbean Fishery Management Councils, in conjunction with NOAA Fisheries and the Atlantic and Gulf States Marine Fisheries Commissions have implemented the Southeast Data, Assessment and Review (SEDAR) process, a multi-step method for determining the status of fish stocks in the Southeast Region. SEDAR is a multistep process including: (1) Data Workshop, (2) a series of assessment webinars, and (3) A Review Workshop. The product of the Data Workshop is a report that compiles and evaluates potential datasets and recommends which datasets are appropriate for assessment analyses. The assessment webinars produce a report that describes the fisheries, evaluates the status of the stock, estimates biological benchmarks, projects future population conditions, and recommends research and monitoring needs. The product of the Review Workshop is an Assessment Summary documenting panel opinions regarding the strengths and weaknesses of the stock assessment and input data. Participants for SEDAR Workshops are appointed by the Gulf of Mexico, South Atlantic, and Caribbean Fishery Management Councils and NOAA Fisheries Southeast Regional Office, HMS Management Division, and Southeast Fisheries Science Center. Participants include data collectors and database managers; stock assessment scientists, biologists, and researchers; constituency representatives including fishermen, environmentalists, and NGO’s; International experts; and staff of Councils, Commissions, and state and federal agencies. The items of discussion during the Assessment Webinar are as follows: 1. Assessments are prepared by Stock Assessment Workshop (SAW) working groups and reviewed by an independent panel of stock assessment experts called the Assessment Oversight Panel (AOP). SUMMARY: NMFS publishes for public review and comment information 
regarding a permit application for transshipment of farmed salmon from 
aquaculture operations in Maine to processing plants in Canada by 
Canadian flagged vessels. The application for a transshipment permit is 
submitted under provisions of the Magnuson-Stevens Fishery Conservation 
and Management Act

determination that the permit application can be approved.

Background

    Section 204(d) of the Magnuson-Stevens Act (16 U.S.C. 1824(d)) 
authorizes the Secretary of Commerce (Secretary) to issue a 
transshipment permit authorizing a vessel other than a vessel of the 
United States to engage in fishing consisting solely of transporting 
fish or fish products at sea from a point within the United States 
Exclusive Economic Zone (EEZ) or, with the concurrence of a state, 
within the boundaries of that state, to a point outside the United 
States.
    Section 204(d)(3)(D) of the Magnuson-Stevens Act provides that an 
application to transship from U.S. waters to another country using non-
U.S. vessels may not be approved until the Secretary determines that 
``no owner or operator of a vessel of the United States which has 
adequate capacity to perform the transportation for which the 
application is submitted has indicated . . . an interest in performing
