An application has been submitted to
the Foreign-Trade Zones Board (the
Board) by the City of Birmingham,
Alabama, grantee of FTZ 98, requesting
subzone status for the facility of
Signature Express Transport, LLC,
located in Fairfield, Alabama. The
application was submitted pursuant to
the provisions of the Foreign-Trade
Zones Act, as amended (19 U.S.C. 81a–
81u), and the regulations of the Board
(15 CFR part 400). It was formally
docketed on June 8, 2020.
The proposed subzone (1.43 acres) is
located at 3601 Lloyd Nolan Parkway,
Fairfield, Alabama. No authorization for
production activity has been requested
at this time. The proposed subzone
would be subject to the existing
activation limit of FTZ 98.
In accordance with the Board’s
regulations, Christopher Kemp of the
FTZ Staff is designated examiner to
review the application and make
recommendations to the Executive
Secretary.
Public comment is invited from
interested parties. Submissions shall be
addressed to the Board’s Executive
Secretary and sent to: ftz@trade.gov. The
closing period for their receipt is July
22, 2020. Rebuttal comments in
response to material submitted during
the foregoing period may be submitted

Approval of Subzone Status; Oldach
Associates, LLC; Catan˜o, Puerto Rico
On April 7, 2020, the Executive
Secretary of the Foreign-Trade Zones
(FTZ) Board docketed an application
submitted by the Department of
Economic Development and Commerce,
grantee of FTZ 61, requesting subzone
status subject to the existing activation
limit of FTZ 61, on behalf of Oldach
Associates, LLC, in Catan˜o, Puerto Rico.
The application was processed in
accordance with the FTZ Act and
Regulations, including notice in the
Federal Register inviting public
comment (85 FR 20665, April 14, 2020).
The FTZ staff examiner reviewed the
application and determined that it
meets the criteria for approval.
Pursuant to the authority delegated to
the FTZ Board Executive Secretary (15
CFR 400.36(f)), the application to
establish Subzone 61Z was approved on
June 9, 2020, subject to the FTZ Act and
the Board’s regulations, including
§ 400.13, and further subject to FTZ 61’s
1,821.07-acre activation limit.

The May 19 notice specified that on
May 11, 2020, based on inquiries and
requests from interested parties in the
United States, including multiple
Members of Congress, a domestic GrainOriented Electrical Steel (GOES)
manufacturer, and producers of Power
and Distribution Transformers, the
Secretary of Commerce had initiated an
investigation to determine the effects on
the national security of imports of
Laminations for Stacked Cores for
Incorporation into Transformers,
Stacked Cores for Incorporation Into
Transformers, Wound Cores for
Incorporation Into Transformers,
Electrical Transformers, and
Transformer Regulators. This
investigation was initiated under
section 232 of the Trade Expansion Act
of 1962, as amended (19 U.S.C. 1862).

Extension of Comment Period Deadline
The May 19 notice included a
comment period deadline of June 9,
2020 and a rebuttal comment deadline
of June 19, 2020. The Department
received two requests from the public to
extend the comment period deadline,
both from trade associations. The
Department of Commerce has
determined at this time that it is
warranted to extend the comment
period by twenty-four calendar days and
the rebuttal comment period by an
additional twenty-one days after the
comment period ends. Today’s notice
specifies that comments may be
submitted at any time but must be
received by July 3, 2020, to be
considered in the drafting of the final
report. The due date for rebuttal
comments is July 24, 2020, to be
considered in the drafting of the final
report. Rebuttal comments may only
address issues raised in comments filed
on or before July 3, 2020.
Today’s notice extends the comment
period by twenty-four days and the
