The sole purpose of a preliminary permit, if issued, is to grant the permit holder priority to file a license application during the permit term. A preliminary permit does not authorize the permit holder to perform any land-disturbing activities or otherwise enter upon lands or waters owned by others without the owners’ express permission. The proposed project would consist of the following: (1) An 80-foot-long, 140foot-wide intake channel; (2) four 10foot-diameter, 60-foot-long steel siphon penstocks, near the south abutment of the Corps’ dam; (3) a 80-foot-long, 40foot-wide powerhouse containing four generating units with a total capacity of 9.2 megawatts; (4) a 100-foot-long, 140foot-wide tailrace; and (5) a 0.9-milelong, 34.5kV transmission line.
