On January 28, 2020, Warrior Hydro,
LLC filed an application for a
preliminary permit, pursuant to section
4(f) of the Federal Power Act (FPA),
proposing to study the feasibility of a
hydropower project to be located at the
U.S. Army Corps of Engineers’ (Corps)
William Bacon Oliver Lock and Dam on
the Black Warrior River near the towns
of Tuscaloosa and Northport in
Tuscaloosa County, Alabama. The sole
purpose of a preliminary permit, if
issued, is to grant the permit holder
priority to file a license application
during the permit term. A preliminary
permit does not authorize the permit
holder to perform any land-disturbing
activities or otherwise enter upon lands
or waters owned by others without the
owners’ express permission.
The proposed project would consist of
the following: (1) An 80-foot-long, 140foot-wide intake channel; (2) four 10foot-diameter, 60-foot-long steel siphon
penstocks, near the south abutment of
the Corps’ dam; (3) a 80-foot-long, 40foot-wide powerhouse containing four
generating units with a total capacity of
9.2 megawatts; (4) a 100-foot-long, 140foot-wide tailrace; and (5) a 0.9-milelong, 34.5kV transmission line. The
proposed project would have an
