Notice of meeting.
The Collaborative Forest
Restoration Program Technical Advisory
Panel (Panel) will hold a virtual
meeting. The Panel is established
consistent with the Federal Advisory
Committee Act of 1972 (FACA), and
Title VI of the Community Forest
Restoration Act (the Act). Additional
information concerning the Panel,
including the meeting summary/
minutes, can be found by visiting the
Panel’s website at: https://
www.fs.usda.gov/main/r3/working
together/grants.
SUMMARY:
The meeting will be held on June
15–19, 2020 (Monday–Friday), with
meetings each day from 9:00 a.m. to
5:00 p.m.
All meetings are subject to

CONTACT.

SUPPLEMENTARY INFORMATION: The
purpose of the meeting is to:
(1) Review Panel Bylaws, Charter, and
what it means to be a Federal Advisory
Committee;
(2) Evaluate and score the 2019 and
2020 CFRP grant applications to
determine which applications best meet
the program objectives;
(3) Develop prioritized 2019 and 2020
CFRP project funding recommendations
for the Secretary;
(4) Develop an agenda and identify
members for the 2020 CFRP SubCommittee for the review of multi-party
monitoring reports from completed
projects; and
(5) Discuss the proposal review
process used by the Panel to identify
what went well and what could be
improved.
The meeting is open to the public.
The agenda will include time for people
to make oral statements of three minutes
or less. Individuals wishing to make an
oral statement should request in writing
by June 8, 2020, to be scheduled on the
agenda. Anyone who would like to
bring related matters to the attention of
the committee may file written
statements with the committee staff
before or after the meeting. Written

Background
On April 7, 2020, the Department of
Commerce (Commerce) initiated a
countervailing duty (CVD) investigation
of imports of certain vertical shaft
engines between 99cc and up to 225cc,
and parts thereof, from the People’s
Republic of China.1 Currently, the
preliminary determination is due no
later than June 11, 2020.
Postponement of Preliminary
Determination
Section 703(b)(1) of the Tariff Act of
1930, as amended (the Act), requires
Commerce to issue the preliminary
determination in a CVD investigation
within 65 days after the date on which
Commerce initiated the investigation.
However, section 703(c)(1) of the Act
permits Commerce to postpone the
preliminary determination until no later
than 130 days after the date on which
Commerce initiated the investigation if:
(A) The petitioner makes a timely
request for a postponement; or (B)
Commerce concludes that the parties
concerned are cooperating, that the
investigation is extraordinarily
complicated, and that additional time is
necessary to make a preliminary
determination. Under 19 CFR
351.205(e), the petitioner must submit a
request for postponement 25 days or
more before the scheduled date of the
preliminary determination and must
state the reasons for the request.
Commerce will grant the request unless
it finds compelling reasons to deny the
request.2
On May 12, 2020, the petitioner 3
submitted a timely request that
Commerce postpone the preliminary
CVD determination.4 The petitioner
requests postponement of the
preliminary determination because the
