Proposed Leach Xpress Project
Amendment
The staff of the Federal Energy
Regulatory Commission (FERC or
Commission) has prepared an
environmental assessment (EA) for the
Leach XPress Project Amendment
(Amendment), proposed by Columbia
Gas Transmission, LLC (Columbia Gas)
in the above-referenced docket.
Columbia Gas proposes to amend the
Order Issuing Certificate and Approving
Abandonment issued on January 19,
2017 in Docket No. CP15–514–000 in
order to modify the full-load operation
of its Ceredo Compressor Station and
modify the noise level requirements for
the Ceredo and Crawford Compressor
Stations. The Ceredo and Crawford
Compressor Stations are located in
Wayne County, West Virginia, and
Fairfield County, Ohio, respectively.
The EA assesses the potential
environmental effects of the
Amendment in accordance with the
requirements of the National
Environmental Policy Act. The FERC
staff concludes that approval of the
proposed project, with appropriate
mitigating measures, would not
constitute a major federal action
significantly affecting the quality of the
human environment.
The Commission sent a copy of the
Notice of Availability for the EA to
federal, state, and local government
representatives and agencies; elected
officials; and potentially affected
landowners in the Amendment area.
