The Agenda is subject to change, and

Although other non-emergency issues
not on the agenda may come before the
Scientific and Statistical Committees for
discussion, in accordance with the
Magnuson-Stevens Fishery
Conservation and Management Act,
those issues may not be the subject of
formal action during this meeting.
Actions of the Scientific and Statistical
Committee will be restricted to those
issues specifically identified in the
agenda and any issues arising after
publication of this notice that require
emergency action under section 305(c)
of the Magnuson-Stevens Fishery
Conservation and Management Act,
provided the public has been notified of
the Council’s intent to take action to
address the emergency.

The Western Pacific Fishery
Management Council (Council) will
hold meetings of its Hawaii Archipelago
Fishery Ecosystem Plan (FEP) Advisory
Panel (AP), American Samoa
Archipelago FEP AP, Mariana
Archipelago FEP-Guam AP, and
Mariana Archipelago FEPCommonwealth of the Northern Mariana
Islands (CNMI) AP to discuss and make
recommendations on fishery
management issues in the Western
Pacific Region.
DATES: The Hawaii Archipelago FEP AP
will meet on Friday, May 29, 2020
between 9 a.m. and 11 a.m.; the Mariana
Archipelago FEP-Guam AP will meet on
Saturday, May 30, 2020, between 9 a.m.
and 11 a.m.; the American Samoa
Archipelago FEP AP will meet on
Saturday, May 30, 2020 from 10 a.m. to
12 p.m.; and the Mariana Archipelago
FEP–CNMI AP will meet on Saturday,
June 6, 2020 between 9 a.m. and 11 a.m.
All times listed are local island times.

(NIA) for the fiscal year (FY) 2020
Rehabilitation Long-Term Training
program—Vocational Rehabilitation
Counseling competition, Catalog of
Federal Domestic Assistance (CFDA)
number 84.129B. The NIA established a
deadline date of May 14, 2020, for the
transmittal of applications. This notice
extends the deadline date for transmittal
of applications until June 15, 2020 at
11:59 p.m. and extends the date of
intergovernmental review until August
14, 2020.

30, 2020, we published the NIA for the
FY 2020 Rehabilitation Long-Term
Training program—Vocational
Rehabilitation Counseling competition
in the Federal Register (85 FR 17548)

deadline date for transmittal of
applications in order to allow applicants
more time to prepare and submit their
applications. This extension reflects
serious consideration of the adverse
effect the COVID–19 pandemic has had
on potential applicants.
Note: All information in the NIA for
this competition remains the same,
except for the deadline for the
transmittal of applications and the
deadline for intergovernmental review.
Note: Grants.gov has relaxed the
requirement for applicants to have an
active registration in the System for
Award Management (SAM) in order to
apply for funding during the COVID–19
pandemic. An applicant that does not
have an active SAM registration can still
register with Grants.gov, but must
contact the Grants.gov Support Desk,
toll-free, at 1–800–518–4726, in order to
take advantage of this flexibility.

AGENCY:
Powerex Corp (Applicant or
Powerex) has applied to renew its
authorization to transmit electric energy
from the United States to Canada
pursuant to the Federal Power Act.

before June 12, 2020.

SUPPLEMENTARY INFORMATION: The
Department of Energy (DOE) regulates
exports of electricity from the United
States to a foreign country, pursuant to
sections 301(b) and 402(f) of the
Department of Energy Organization Act
(42 U.S.C. 7151(b) and 42 U.S.C.
7172(f)). Such exports require
authorization under section 202(e) of
the Federal Power Act (16 U.S.C.
824a(e)).
On November 3, 2015, DOE issued
Order EA–171–D, which authorized
Powerex to transmit electric energy from
the United States to Canada as a power
marketer for a five-year term using
existing international transmission
facilities appropriate for open access.
The authorization expires on November
17, 2020. On May 5, 2020, Powerex filed
an application (Application or App.)
with DOE for renewal of the export
