Project facilities would be located on the Outer Continental Shelf (OCS) in the Pacific Ocean, in state territorial waters off the coast of Newport, Oregon, and on state and private lands. The project would occupy 2.65 square miles (1,695 acres) on the OCS, administered through a lease by the Bureau of Ocean Energy PO 00000 Frm 00062 Fmt 4703 Sfmt 9990 23815 Management within the U.S. Department of the Interior. In the EA, Commission staff analyzes the potential environmental effects of the project and concludes that issuing a license for the project, with appropriate environmental measures, would not constitute a major federal action significantly affecting the quality of the human environment.
