Guardian states the proposed project will consist of a new delivery point connecting Guardian to Graymont Western Lime, Inc., which will measure a gas volume of 5 million cubic feet (MMcf) per day with a potential for expansion up to 13.2 MMcf per day. Guardian estimates the cost of the project to be approximately $822,000, all as more fully set forth in the application which is on file with the Commission and open to public inspection. The proposed project is known as the Expansion Project (Project) and would add a total of approximately 13.5 million tonnes per annum (MTPA) of liquefaction capacity for export overseas at the Port Arthur LNG Liquefaction Terminal authorized under Docket No. CP17–20–000. On March 4, 2020, the Federal Energy Regulatory Commission (Commission or FERC) issued its Notice of Application for the Project. Among other things, that notice alerted agencies issuing federal authorizations of the requirement to complete all necessary reviews and to reach a final decision on a request for a federal authorization within 90 days of the date of issuance of the Commission staff’s Environmental Assessment (EA) for the Project. This instant notice identifies the FERC staff’s planned schedule for the completion of the EA for the Project.
