Take notice that on March 26, 2020,
pursuant to sections 206 and 306 of the
Federal Power Act,1 and Rule 206 and
215 of the Rules of Practice and
Procedures of the Federal Energy
Regulatory Commission (Commission),
18 CFR 385.206 and 385.215, the City of
Goose Creek, (Complainant) filed an
amended and restated complaint against
the South Carolina Public Service
Authority (Santee Cooper or
Respondent) alleging that Santee Cooper
has unjustly and unreasonably denied
transmission service to the City of Goose
Creek and unduly discriminated against
the City of Goose Creek by denial of this
service, as more fully explained in the
complaint.
The Complainant certifies that copies
of the amended and restated complaint
were served on the contacts for the
Respondent as listed on the
Commission’s list of Corporate Officials.
Any person desiring to intervene or to

824e (2018), instituting an investigation
into Energy Harbor LLC’s proposed
rejection in bankruptcy of certain
contracts that are subject to the
Commission’s jurisdiction. Energy
