notice announcing a public hearing and
request for written comments and oral
presentations concerning the
Commission’s agenda and priorities for
fiscal years 2021 and 2022. The CPSC
has postponed, until further notice, the
public hearing. However, the
Commission is extending the comment
period for written comments until May
1, 2020.

on May 1, 2020.

SUPPLEMENTARY INFORMATION: Section
4(j) of the Consumer Product Safety Act
(CPSA) (15 U.S.C. 2053(j)) requires the
Commission to establish an agenda for
action under the laws the Commission
administers, and to the extent feasible,
select priorities for action at least 30
days before the beginning of each fiscal
year. Section 4(j) of the CPSA provides
further that before establishing its
agenda and priorities, the Commission
shall conduct a public hearing and
provide an opportunity for the
submission of comments.
On March 5, 2020, the CPSC
published notice of public hearing in
the Federal Register to announce that a
priorities hearing would be conducted
on April 15, 2020 (85 FR 12908). The
Commission requested, by April 1,
2020, written comments and oral
presentations concerning the
Commission’s agenda and priorities for
fiscal years 2021 and 2022. Due to the
extraordinary circumstances
surrounding COVID–19, the
Commission has postponed the hearing

AGENCY:
The Office of the Secretary of
Defense (OSD) is modifying a System of
Records titled, ‘‘National Security
Education Program—Information
Technology (NSEP–IT) System,’’ DHRA
09. The modifications will update the
System of Records Notice (SORN) to
meet OMB Circular No. A–108
requirements, and specifically add new
system components (National Security
Education Program (NSEP) Network
(NSEPnet), Student Certification
System, and NSEP Grants Database),
and expand the categories of records
collected as required by a recent
statutory change. The SORN enables the
NSEP to provide the public with
educational resources and provides the
NSEP the ability to collect information
necessary to select qualified candidates
for scholarships and fellowships.

modification is effective upon
publication; however, comments on the
Routine Uses will be accepted on or
before May 4, 2020. The Routine Uses
are effective at the close of the comment
