On December 23, 2019, Commerce
received a complete substantive
response from the domestic interested
parties within the 30-day deadline
specified in 19 CFR 351.218(d)(3)(i).3
We did not receive any responses from
respondent interested parties in this
proceeding. As a result, pursuant to 19
CFR 351.218(e)(1)(ii)(C)(2), Commerce is
conducting an expedited (120-day)
sunset review of the Order.
Scope of the Order
The products covered by this order
include certain lightweight thermal
paper, which is thermal paper with a
basis weight of 70 grams per square
meter (g/m2) (with a tolerance of ±4.0 g/
m2) or less; irrespective of dimensions; 4
with or without a base coat 5 on one or
both sides; with thermal active
coating(s) 6 on one or both sides that is
a mixture of the dye and the developer
that react and form an image when heat
is applied; with or without a top coat; 7
and without an adhesive backing.
Certain lightweight thermal paper is
typically (but not exclusively) used in
point-of-sale applications such as ATM
receipts, credit card receipts, gas pump
receipts, and retail store receipts. The
merchandise subject to this order may
be classified in the Harmonized Tariff
Schedule of the United States (HTSUS)
under subheadings 3703.10.60,
4811.59.20, 4811.90.8040, 4811.90.9090,
4820.10.20, 4823.40.00, 4811.90.8030,
4811.90.8050, 4811.90.9030, and

Analysis of Comments Received
Commerce addresses all issues raised
in this sunset review in the Issues and
Decision Memorandum, which is hereby
adopted by this notice.10 The Issues and
Decision Memorandum is a public
document and is on file electronically
via Enforcement and Compliance’s
Antidumping and Countervailing Duty
Centralized Electronic Service System
(ACCESS). ACCESS is available to
registered users at https://
access.trade.gov, and to all parties in the
Central Records Unit, Room B8024 of

Final Results of Review
Pursuant to sections 751(c)(1) and
752(c)(1) and (3) of the Act, Commerce
determines that revocation of the
antidumping duty order on lightweight
thermal paper from China would be
likely to lead to continuation or
recurrence of dumping, and that the
magnitude of the margin likely to
prevail would be weighted-average
margins of up to 115.29 percent.
subheading 4811.90.8000 was a
classification used for LWTP until January 1, 2007.
Effective that date, subheading 4811.90.8000 was
replaced with 4811.90.8020 (for gift wrap, a nonsubject product) and 4811.90.8040 (for ‘‘other’’
including LWTP). HTSUS subheading 4811.90.9000
was a classification for LWTP until July 1, 2005.
Effective that date, subheading 4811.90.9000 was
replaced with 4811.90.9010 (for tissue paper, a nonsubject product) and 4811.90.9090 (for ‘‘other,’’
including LWTP).

SUPPLEMENTARY INFORMATION: The
subject permit is requested under the
authority of the Marine Mammal
Protection Act of 1972, as amended
(MMPA; 16 U.S.C. 1361 et seq.), and the
regulations governing the taking and
importing of marine mammals (50 CFR
part 216).
The applicant proposes to film beluga
whales in Bristol Bay, Alaska for a short
documentary to educate the public on
the importance of protecting beluga
whales and the threats that affect their
populations. Filmmakers would
photograph or film up to 500 beluga
whales annually using an unmanned
aircraft system. They may incidentally
harass up to 10 minke whales
(Balaenoptera acutorostrata), 500
harbor porpoise (Phocoena phocoena),
10 Dall’s porpoises (Phocoenoides
dalli), and 500 Pacific white-sided
dolphins (Lagenorhynchus obliquidens)
annually while filming. The permit
would expire on December 1, 2021.
In compliance with the National
Environmental Policy Act of 1969 (42
U.S.C. 4321 et seq.), an initial
determination has been made that the
activity proposed is categorically
excluded from the requirement to
prepare an environmental assessment or
environmental impact statement.
Concurrent with the publication of
this notice in the Federal Register,

the proposed revision and extension of
a public information collection
requirement, and seeks public comment
on the provisions thereof. DoD invites
comments on: Whether the proposed

for the proper performance of the
functions of DoD, including whether the
information will have practical utility;

burden of the proposed information

DFARS 244.305, entitled Granting,
Withholding, or Withdrawing Approval,
provides policy guidance for
administrative contracting officers to
determine the acceptability of the
contractor’s purchasing system and
approve or disprove the system, at the
completion of the in-plant portion of a
contractor purchasing system review,
and to pursue correction of any
deficiencies with the contractor. DFARS
clause 252.244–7001, Contractor
Purchasing System Administration,
requires the contractor to respond
within 30 days to a written initial
determination from the contracting
officer that identifies significant
deficiencies in the contractor’s
purchasing system. The contracting
officer will evaluate the contractor’s
response to this initial determination
