apply its revised practice concerning
out-of-time motions to intervene in any
new Natural Gas Act section 3 or section
7 proceeding.1 Persons desiring to
become a party to a certificate
proceeding are to intervene in a timely
manner. If seeking to intervene out-oftime, the movant is required to ‘‘show
good cause why the time limitation
should be waived,’’ and should provide
justification by reference to factors set
forth in Rule 214(d)(1) of the
Commission’s Rules and Regulations.2
The Commission strongly encourages
electronic filings of comments, protests
and interventions in lieu of paper using
the ‘‘eFiling’’ link at https://
www.ferc.gov. Persons unable to file

On a temporary basis, the
Federal Mine Safety and Health Review
Commission will be sending its
issuances through electronic mail and
will not be monitoring incoming
physical mail or facsimile
transmissions.

SUPPLEMENTARY INFORMATION: Until
March 31, 2020, case issuances of the
Federal Mine Safety and Health Review
Commission (FMSHRC), including inter
alia notices, decisions, and orders, will
be sent only through electronic mail.
This includes notices, decisions, and
orders described in 29 CFR 2700.4(b)(1),
2700.24(f)(1), 2700.45(e)(3), 2700.54,
and 2700.66(a). Further, FMSHRC will
not be monitoring incoming physical
mail or facsimile described in
Procedural Rule § 2700.5(c)(2). If
possible, all filings should be e-filed as
described in 29 CFR 2700.5(c)(1).

proceed with tomorrow’s previously
announced open Board of Directors
meeting on a notational basis. Vote

following the votes.
