(v) Beginning January 1, 2018, an
advanced approaches FDIC-supervised
institution will be deemed to be
‘‘undercapitalized’’ if it has a
supplementary leverage ratio of less
than 3.0 percent, as calculated in
accordance with § 324.11.
(4) ‘‘Significantly undercapitalized’’ if
it has:
(i) A total risk-based capital ratio that
is less than 6.0 percent; or
(ii) A Tier 1 risk-based capital ratio
that is less than 4.0 percent; or

(iv) A leverage ratio that is less than
3.0 percent.
(5) ‘‘Critically undercapitalized’’ if the
insured depository institution has a
ratio of tangible equity to total assets
that is equal to or less than 2.0 percent.

Administration (SBA or Agency) is
correcting a final rule that appeared in
the Federal Register on November 29,
2019. The final rule amended SBA’s
regulations to implement several
provisions of the National Defense
Authorization Acts (NDAA) of 2016 and
2017 and the Recovery Improvements
for Small Entities After Disaster Act of
2015 (RISE Act), as well as to clarify
existing regulations. This document
corrects the final regulations.

ACTION: Final rule.
AGENCY:
The FAA is superseding
Airworthiness Directive (AD) 2006–11–
11, which applied to all The Boeing
Company Model 757 airplanes. AD
2006–11–11 required incorporating a
new revision to the Airworthiness
Limitations section of the Instructions
for Continued Airworthiness to mandate
certain repetitive inspections for fatigue
cracking of principal structural elements
(PSEs). This AD retains those actions
and requires revising the existing
maintenance or inspection program, as
applicable, to incorporate additional
new or more restrictive airworthiness
limitations. This AD was prompted by
a determination that new or more
restrictive airworthiness limitations are
necessary. The FAA is issuing this AD
to address the unsafe condition on these
products.
DATES: This AD is effective March 5,
2020.

as of March 5, 2020.
